"We will get to the bottom of this terrible sea tragedy to punish
those responsible" - PGMA

BALER, Aurora –President Gloria Macapagal-Arroyo said today that the
national government is ready to implement the law and punish those
responsible in the MV Princess of the Stars disaster that resulted to
the death of hundreds of passengers.

The President made the assurance in her speech during the 109th
anniversary commemoration of the Baler Siege and the 6th
Philippine-Spanish Friendship Day celebration this morning, few hours
after she arrived in Manila from the United States.

"Papanagutin natin ang lahat ng mapapatunayang nagpabaya at naging
sanhi ng pagkamatay ng marami nating kababayan," the President assured.

She said that while she was in the United States, her mind had
remained focused to the Philippines as she constantly monitored the
situation particularly on the development in the search and retrieval
operation for the victims of sunken ship, and to all victims of
typhoon Frank.

"Overseeing relief efforts was part of our daily action agenda. We
were in constant contact with our officials on the ground, personally
directing activities practically minute by minute," she noted.

And now that she's back from the Untied States and to ensure the
immediate recovery of the sea tragedy victims, the President announced
that she would fly tomorrow to all affected areas of typhoon Frank,
especially Iloilo City, to meet with government officials who are now
conducting the recovery operations.

After her engagement here in Baler, the President flew to Clark,
Pampanga to lead the Regional Disaster Coordinating Council meeting
for Central Luzon. The meeting was held in Bahay na Puti, the
Malacanang of Pampanga.

In Iloilo City, she said, she will convene the National Disaster
Coordinating Council and after that she will proceed to Aklan, the
province that was hardly hit by typhoon Frank.

On the next day (Wednesday), she will visit Cebu City to personally
express her condolences to the relatives and families of the victims.

"Sa makalawa sa Cebu we will also be meeting with families of the
victims of the ferry accident, to express our condolence, and to
promise them that we will get to the bottom of this terrible tragedy,"
the President said.

To further strengthen the country's preparedness in future calamities
brought by typhoons, the President announced that additional Doppler
radar stations will be built in Surigao Del Sur, South Cotabato,
Mactan in Cebu, Tagaytay, Zambales, Cagayan, Catanduanes and Eastern

These high-end weather forecasting instruments are expected to
reinforce the accurate weather assessments of the Philippine
Atmospheric, Geophysical and Astronomical Services Administration

To date, PAGASA has only two Doppler radar stations situated in Baler,
Aurora and in Baguio City and subject to upgrade its facilities.
